REGISTRATION OF PLAYERS

This is intended for the guidance of club secretary's and other club officials only.  Nothing contained in it should be taken as varying in any way the rules & regulations of the Lancashire Football League.  Club officials should ensure that with regard to player registrations, they are familiar with section 8 "Qualification of Players" of the rules, as contained in the Lancashire Football League handbook. 1) Registration period

Clubs are reminded that all registrations are for the current season only. It is therefore necessary to register all players who are to play in the Lancashire Football League during the season, including any players who were registered for the club during the previous season and who are still with the club. 

No transfers between Lancashire League clubs will permitted after 31 March, each season, nor can registrations be cancelled after 31 March.  However, new registrations after that date up to the close of the season will be permitted. 

2) Registration fees

Each club will pay a flat registration fee of £75, at the start of the season.  The fee will be invoiced along with the annual subscription.  No further registration fee will be payable regardless of the number of players registered during the season, though players must still be registered. 

The £5 fee to transfer a player (see below) will still be payable, as detailed below.


3) First team players

Any of a club's first team players must be separately registered to play in the Lancashire Football League should it be intended to play them at any time during the season for the club's team in any of the Lancashire Football League's competitions. 

4) Registration forms

Forms used in the registration of players are as follows -

1) Registration forms - in either bulk or 'single-player' versions.

2) Form to Cancellation registration - used where a club wishes to cancel its registration of a player.

3) Form of Transfer - used where a club wishes to register a player currently registered for another club

The Bulk Registration form must be used ONLY at the start of the season to register a club's initial 'batch' of players and can ONLY be used for players aged over 18 at the time of registration.  Players under 18 MUST be registered on the single player form.

The other forms may be copied as often as necessary, for use during the season.  The 'Single Player' Registration form will also be available by printing copies off from the League's web site using the internet address www.lancashire-football-league.com .  Copies will also be available by e-mail from the Registration Secretary, whose e-mail address is registrationlancashire@hotmail.com .

Registration forms can be submitted by e-mail so long as the copy sent is a full scanned copy showing all necessary signatures (a JPEG copy attached to an e-mail message would be suitable).  Forms may also be sent by mail or by fax. 

Match Report forms will also be available either by printing them off from the web site or from the Registration secretary.   A separate form is also used to forward the match result and officials' markings to the Fixtures and Referees Secretary David Taylor.

5) Submission of forms

All Registration forms may be submitted to the Registration Secretary by hand, post, e-mail or fax, to reach the Registration Secretary no later than 2 days after the first match in which the player is used.  Where submission has been by e-mail or fax, it must be followed up by submission of 'hard copy' by hand or by post within 48 hours, in confirmation. 

6) Verification of a club's registrations

As soon as possible after each match, each club must send a fully completed Match Report form to the Registrations Secretary, Mike Williamson.  Forms MUST be sent so as to reach the Registrations Secretary no later than 3 days after the match.  The form will be examined by the Registration Secretary to verify the registrations of each player involved. 

ALL parts of this form must be completed, including the details of the officials expenses claimed from the home club, when appropriate.

Any enquiries, about details on the form, from the Registrations Secretary or other officials of the League must be answered as soon as possible.  At any time during a season, it may also be necessary to ask clubs to confirm any details of players registered to play for them in the Lancashire Football League.  Clubs are reminded that it is a breach of League rules to fail to respond to such enquiries promptly and in any event by any deadline stated in the enquiry (see Rules & Regulations section 5(H)).  In the event of such a failure, a penalty may be imposed by the League Management Committee.

7) Player Registration, completion of details

The normal registration of players is using the 'one-player-per-sheet' form available as stated above.  However as a concession, at the start of a season the initial registration of players aged over 18 should be carried out using the 'Bulk' Registration form of which a copy is attached.  Please copy as many of these as are needed for use at the start of the season only.  Use of this form is NOT permitted after the first match of the season.  Subsequently, the 'Single player Registration form' MUST be used.

It is essential that ALL details required on a registration form, of either type, are given - 

-The player's name must be stated in FULL.  

-The player's address MUST be stated, with the postcode, and the date & place of birth

-The player and team official MUST sign and date the form.

8) Clubs' responsibilities, witnesses etc..

Signatures on forms must be witnessed by the opposing team's officials or by the match referee, if the player is registered less than one day before the first match in which the player concerned is to play. 

Where a player is aged under 18 at the time of registration the "single-player" form MUST be used and the signature of the parent or guardian must be obtained on the form, consenting to the registration.

Any registration is accepted by the Lancashire Football League as being completed correctly by the registering club which bears the responsibility for that completion.  It is also the club's responsibility to ensure that the player is NOT registered to play for another Lancashire Football League club.  Should that be the case, it is the club's responsibility to obtain the cancellation of the previous registration (see below) by the player's previous club, or to arrange a transfer of the registration with the agreement of the losing club (see also below).

The registering club must also ensure that international clearance has been obtained where that is necessary, and clearance must be confirmed by the club on the registration form. 

9) Inaccurate, incomplete or badly completed forms and prior registrations with other clubs

Clubs should ensure that any form is completed as clearly as possible (typed or by use block capital letters) and ALL information requested must be completed.  Where a form is received by the Registration Secretary, which is found not to be fully completed or to be inaccurate, or when the player concerned is found already to be registered with another Lancashire League club, then the registration will NOT be recorded until the registering club has fully satisfied all enquiries on the matter, and obtained the cancellation of any prior registration, should that be necessary.  It may in such cases be necessary to refer the matter to the League management Committee, before a registration can be concluded.

10) Cancellation of registration

During the season, if a club holding a player's Lancashire League registration no longer wishes to hold that registration, a form to cancel it must be completed and sent to the Registration Secretary, as soon as possible.  After a Registration has been cancelled, the player may be registered by any club to play in the Lancashire League, in the usual way using the normal registration from. 

Should the club which has cancelled the registration wish subsequently to re-register the player concerned during the same season, then this must be treated as a new registration and a normal registration form completed. 

Note that player registrations CANNOT be cancelled after 31 March of each season.

11) Transfer of registration

Where a club wishes to register a player whose registration is already held by another club, then it is the responsibility of the club wishing to register the player to complete a transfer form with the agreement of the losing club. 

The form must be fully completed at Section 1 by the player concerned, and at Section 2 by the club wishing to register that player.  

The form must then be sent, with the necessary fee of £5, to the Registration Secretary, who, on receipt, will record the details and forward the form to the club losing the registration. 

If the losing club consents to the transfer, they should complete Section 3 of the form, and return it immediately to the Registration Secretary. 

If the losing club objects to the transfer, they should advise the Registration Secretary IN WRITING immediately, stating their reasons for objecting.  The Lancashire League Management Committee will rule on the matter, as soon as possible after any necessary enquiries have been made. 

Note that player registrations CANNOT be transferred to another club in the League after 31 March of each season.
